While they aren’t exactly explains all of the reasons, it would appear that high costs and the high number of installations required has put the brakes on 802.11 style wi-fi wireless setups for cities, at least as far as Earthlink is concerned.

The city of Minneapolis is in the design stages of a new, 60 square mile wireless access network.  Out of many who have offered, the company US Internet was chosen for the project.
They will use BelAir Networks Mesh systems to cover the area with broadband access.
